Karimojong want probe on NUSAF project

A section of the Karimojong in
Napak, Nakapiripirit and Moroto
district have called for probe in
implementation of NUSAF2 projects
in the region.
The beneficiaries said the on-going
Northern Uganda Social Action Fund
2 (NUSAF2) projects implemented
by the NGOs in the region were not
benefitting the communities.
NUSAF is a World bank-Gov-
ernment of Uganda funded project
intended to empower the communi-
ties in the northern Uganda including
Karamoja to catch up with the rest of
the country after more than 18 years
of conflict.

He said some of the projects are implemented without con-
sulting them and that there was exaggeration of prices for
the items bought under NUSAF2. He said when they try to
follow up the costs, they are intimidated by the NGO staff
implementing the projects.

The overall objectives of the proj-
ect is to empower the communities
by enhancing their capacities to sys-
tematically identify, prioritise, and
plan for their needs and implement
sustainable development initiatives
that improve socio-economic ser-
vices and opportunities .The proj-
ect aims to improve people’s liveli-
hoods.
John Lokiru an elder in Loputuk
village in Nadunget Sub-County in
Moroto district said NUSAF2 proj-
ects may fail compared to NUSAF 1
due to their modality of work.
He said some of the projects are
implemented without consulting
them and that there was exaggera-
tion of prices for the items bought
under NUSAF2. He said when they
try to follow up the costs, they are
intimidated by the NGO staff imple-
menting the projects.
“They bring for us one grinding
mill costing UShs 15million which
we don’t think is true. There must be
value for money this time,” he said.
Mrs. Teko Nangiro a mother of six
and a resident of Rupa Sub-County in
Moroto district said they were made
to do casual work under NUSAF 2
projects by an NGO which has failed
to pay them their money.
She said although some money
was mismanaged in NUSAF1 in the
region, the community benefited
with many projects unlike the cur-
rent NUSAF 2.
“We are not sure whether we shall
realize any benefit of NUSAF2 this
time with the corruption that we are
seeing,” she said.
The Turkana Guardian has learnt
that this is the second concern to be
raised over unclear implementation
of NUSAF2 projects in Karamoja.
A month ago, the internal affairs
Minister Gen. Aronda Nyakairima
expressed concern over the ongoing
shoddy work of NUSAF 2 projects in
Karamoja sub-region.
Gen. Aronda was attending the
regional Karamoja Integrated devel-
opment programme (KIDP) in
Moroto where he said he was not
pleased by the standard of work
being executed under NUSAF2.
He said many projects especially
teachers’ houses, classrooms, com-
munity access roads were being done
poorly and appealed to the NUSAF
2 officials to make sure that there
will be value for money in NUSAF
2 projects.
“I am not pleased with the way
many NUSAF 2 projects are being
implemented in Karamoja because
most of these projects that I have
seen like classrooms, community
access roads and others are built
poorly and we can’t entertain that,”
he warned.
He said Karamoja region has
lagged behind in development due
to corruption and shoddy work of
projects that do not last despite huge
sum of money government sinks in
the region.
He asked the NUSAF 2 top offi-
cials to always be on ground to
supervise and monitor the perfor-
mance of NUSAF 2 projects in the
region.
NUSAF 2 director Dr. Robert
Limlim was not available for com-
ment when contacted.
